To procure digital signatures the STO needs to identify the NTEP authorities that require a new/ renewal of DSC for DBT payments. The STO needs to seek approvals from the competent authority as per the General Financial Rules at the state level (such as Director-Finance/ MD-NHM) for procurement of DSCs for those authorities.
Process Overview:
Once the agency admin has done the signatory configuration, the following steps are required to configure the DSC signature.
Step-1: Login Admin id -> Go to Bank -> Select Signatory configuration
Hardware Prerequisite:
Confirm that the user's machine supports PFMS system settings.
DSC Enrolment
Digital Signature Certificate (DSC) is an incumbent digital tool for signing electronic documents/forms. Under NTEP, DSC is used to sign/approve the payment process through the PFMS portal for benefit transfer payment.
A Digital Signature is an electronic signature that can be used to authenticate the identity of the signer of a document.
A digital signature issued by the licensed certifying authority means a person who has been granted a license to issue a DSC under Section 24 of the Indian IT Act 2000.
All STOs/DTOs will start to procure the DSC from their respective NIC units after the Central TB Division has issued the directive.
Automated batching in Nikshay
The approver id is created at the district level in the Public Financial Management System (PFMS) for approving the DBT Payments sent from Ni-kshay to PFMS. This id can be modified or reset only by the implementing PFMS agency through the agency admin login.
Direct Benefit Transfer (DBT) Approver also known as the ‘Data Approver’ (DA) is a district-wise role assigned in Public Financial Management System (PFMS) for approving the DBT Payments sent from Ni-kshay to PFMS.
A PFMS agency is linked to the Ni-kshay portal by using the agency's unique code. This unique code is then used to link the PFMS agency to TB Units (Tus) in the Ni-kshay portal. This process is called the PFMS Agency to TU Mapping in Ni-kshay.
