Program Monitoring & Review

Monitoring is the process of observing whether an activity or service is occurring as planned. It implies systematic and purposeful observation, aiming to identify any diversion from the planned course of action. It is a routine tracking of program using input, process, output and outcome data. This helps to find timely solutions to the problems. Monitoring in TB programs is also of paramount importance for ongoing program planning and implementation. Program monitoring should be a routine function of STDCs.

STDC need to monitor the district wise performances on a day to day basis using the key indicators suggested by the NTEP. STDCs need to analyze data from Ni-kshay on regular basis. STDC need to do root cause analysis whenever there is a significant under/over achievement or a remarkable variation of a particular outcome indicator. STDCs need to look at process and output indicators linked to the outcome in detail to find out the root cause.

Based on regular monitoring, STDCs need to provide feed back to the districts on a monthly basis. Feed back shall include the observations on key indicators and suggested solutions to overcome the same. 

Review meetings are useful for monitoring and effective use of the same help to improve program performance. STDCs need to help STC in organising monthly review meetings with the districts. Advance planning of agenda items need to be done on a monthly basis based on the periodic Ni-kshay data analysis. Thorough preparation before review is important. Reviews need to be based on objective criteria in a consultative mode. Experience sharing on important discussion points to be given importance and good practices need to be dissiminated for cross-learning. STDCs need to ensure systematic recording and dissemination of minutes of the meeting including time bound action points. STDCs also need to track the actions taken based on the decisions made in the meeting/ feedback provided.
